They assist Georgetown,Round Rock,Cedar Park,Taylor, and Austin PD and any towns within the county.
They patrol the outskirts but also patrol the cities. They are not usually first responders in the cities but do follow ups.

The Sheriff himself, or his department in general? Being the sheriff of a large jurisdiction usually ends up being mostly a political and supervisory role–pleading with the county commissioners for more money for next year’s budget, resolving policy and personnel issues, etc. As to what the Sheriff’s Department does, it’s a little of everything: traffic enforcement, investigating various crimes, monitoring sex offenders, serving warrants, managing the jail, and the list goes on. Look at their website for more details: http://www.tcsheriff.org/
